Not sure if you have already checked out Nintendo's Error Code search for the 003-1101 error code, but it does say the problem is mainly due to "the security settings entered into the Nintendo 3DS are not the same as what your wireless router is set to allow."
But if the information at the above url and/or copy&pasted below doesn't help, then give a call to Nintendo's 1-800-255-3700 (6 am ~ 7 pm Pacific, everyday) Customer Service number, and the service representative will be able to do some over the phone troubleshooting to determine exactly what the problem is, and talk you through any needed steps to correct this.
Unable to connect to your wireless network
Likely cause: It appears that the security settings entered into the Nintendo 3DS are not the same as what your wireless router is set to allow.
How to fix: Make sure the security key and security type are entered into the Nintendo DS exactly as they appear in your router's settings.

Once you have entered the correct WEP or WPA key into your system, try the connection test again. If the problem persists, keep reading this page.
Additional information:
- Using an Actiontec or 2Wire router? The default security key is often found on a sticker located on the router.
- Security keys are case-sensitive.
- WEP keys contain numbers 0 through 9, and only letters A through F.

Did this connection used to work but has suddenly stopped? "Power cycle" your router and modem. To do this, unplug both the modem and the router from the power outlet. Wait a few minutes, and plug the modem back in. Wait a couple of minutes for the modem to initialize, then plug in the router. Try to connect the Wii, Nintendo DS, or Nintendo 3DS online and test for proper response.
- Change your router's channel setting to 1 or 11. By default, most routers broadcast on channel 6, which overlaps with other channels and may be weaker.
